Welcome to the School of Public Administration and Management (SOPAM).

My name is Dr. Idda Lyatonga Swai the Acting Dean of the School. It is a sincere honour to welcome you all to our School, which is among the academic units of the Mzumbe University.

The School of Public Administration and Management has come as a necessary process of evolution, transformation and reengineering of the former Faculty of Public Administration and Management in order to cope with the dynamics of the contemporary organizations and people skills. Historically, the Faculty of Public Administration and Management has long roots tracing back to the Centre of Local Government Training in the 1953, the Institute of Public Administration of the University of Dar es Salaam in 1971, Public Management Subject Panel under the Institute of Development Management (IDM) in 1972-2001 and the Institute of Public Administration from 2001 to 2004. All these transformations were driven by the demand to have a more relevant management structure to meet emerging national and global human capital development challenges in public administration and related management professions.

Similarly, the Faculty of Public Administration and Management (FPAM) was established in 2004 to take over the training, research and consultancy functions of the former Institute of Public Administration that became operational since the establishment of Mzumbe University in 2001. Since then, the faculty has grown significantly. In 2011 the Faculty of Public Administration and Management changed its name to be the School of Public Administration and Management (SOPAM). It is now the second largest School of Mzumbe University in terms of number of programmes offered, students’ population, number of academic staff and external linkages within and outside the country.

SOPAM is a School of choice if you wish to study management related programmes from certificate to a doctorate level. The school is made up of three departments and one Center which are the department of Public Service and Human Resources (PS&HRM), department of Health Systems Management, Department of Local Government and the Center for Policy and Leadership. We offer variety of long and short courses programmes ranging from Public Administration, Human Resources, Health Systems, Local Government Administration from the lowest level (certificate) to a highest level (doctorate). The varieties of courses offered by this School provide a wider choice that will enable you to achieve your learning ambitions, qualifications and professionalism.

Our very committed Staff who are highly trained will be happy to transform you to a 360 degrees person who is able to plan, organize, lead and control among others. They will also train you to inspire, be a great listener and an agent of change.

Our School embraces transparency, integrity, proactiveness, listening, commitment and high ethical standards among other values, the factors that enabled us to maintain harmony, peace and ensures our students complete their studies on time once they join the school.
