Dr. Denis John KamugishaSenior Lecturer and HoD
Dr. Denis John Kamugisha is a Senior Lecturer and Head of Department of Public Service and Human Resources Management (PSHRM) at the School of Public Administration and Management (SOPAM), Mzumbe University, Morogoro, Tanzania. He holds a PhD in Public Administration, Master of Business Administration (MBA), and Bachelor of Arts (BA. hons) degrees from the University of Dar es Salaam (UDSM). He also holds a number of certificates of attendance on capacity building programmes for a range of short courses and training. He has over 10 years’ experience teaching undergraduate and graduate courses and has been participating in curriculum and research agenda development. His research and teaching focuses on public Administration, Public Policy, Human Resources Management, Public Service Management, Strategic Management, Local Governance, Corporate Governance, Ethics, Service Delivery and Research. Other areas of his competence include Curriculum Development and Environmental Management. Further, he has successfully conducted research, consultancies, outreach activities, published book chapters and journal articles in area of public administration and management science.

Dr. Eliza Mwakasangula Senior Lecturer and Ag. DVC-ARC

Dr. Eliza Mwakasangula is a Senior Lecturer in the Department of Public Service and Human Resource Management from the School of Public Administration and Management. He holds a PhD in Public Administration degree from Sokoine University of Agriculture, Master of Philosophy in Public Administration and Organization Theory degree from Bergen University- Norway and an Advanced Diploma in Public Administration (ADPA) from the former Institute of Development Management (now Mzumbe University).

Since 2002, she has been involving herself in teaching both undergraduate and post graduate students in areas related to Public Administration, Human Resource Management, Research Methods, Organization behavior, gender related subjects as well Public Policy and Governance. She has an accumulated experience in delivering and conducting consultancy in the areas mentioned above. Eliza has also been actively engaging with the community on matters related to education, development and women empowerment. Her PhD study focused on Community Participation in Addressing Secondary School Dropouts in Coast Region. She is an academic supervisor, mentor and coach in Public Administration and Public Policy Disciplines. She has attended and participated in international conferences and managed to publish 1 book chapter, 4 scientific articles in international reputable and peer reviewed journals and more than 7 scientific articles published in journals in Tanzania.

She has held different positions in both administration and Academic at the University including Head of Department of Students Welfare from 2013-2016, acted as a Director of Human Resources and Management from 2016-2017, member of Mzumbe University Campus College Boards, Secretariat Member and a Secretary of the Committee of Vice Chancellors and Principals of Public Universities in Tanzania (CVCPUT) among others, and has acted in the position of the Dean of the School from 2018 to April, 2020 and the substantive Dean of the school. From 2020 to 2022 when she was appointed to be an acting Deputy Vice Chancellor (Academic, Research and Consultancy) of Mzumbe University, the position that she is currently holding.

Dr. Stella Malangalila Kinemo Senior Lecturer

Dr. Stella Malangalila Kinemo is a Senior Lecturer in the Department of Public Service and Human Resource Management. She holds a PhD in Public Administration degree from the Sokoine University of Agriculture (Tanzania) awarded in 2009, Master of Public Administration (MPA) degree from the Mzumbe University (the then Institute of Development Management), awarded in 1993 and an Advanced Diploma in Public Administration (ADPA) from the Institute of Development Management awarded in 1987. She has more than 26 years professional experience in training, research and consultancy in the following areas: Public Policy, Leadership and Management, Public Administration, Public policy, Local Government, Human Resource Management, Gender Analysis and Organizational Behavior. She has published and written original research papers focusing on the Participation of Women in Rural Water Supply. Community Participation in Primary Education. Decentralisation by Devolution, Administrative Decentralization, Water User’s Conflicts in Irrigation Schemes, e-participation, gender based violence in schools, Decentralization of Human resource Management in Tanzania and relationship between national and urban local government and its influence on delivery of social services. She has vast experience in supervising academic international collaborations which she did with The Netherlands Initiative for Capacity Development in Higher Education (NICHE) and University of California, San Francisco. She has been training short courses, undergraduate and postgraduate students.

She is the former Dean of the School of Public Administration in Management (2012 to 2017), Head of Department of Postgraduate Studies (2008-2012), and Head of Department of Field Studies (2003-2008) at Mzumbe University.

She is currently the Director of the Directorate of Research Publications and Postgraduate Studies (DRPS), Mzumbe University.

Dr. Wilfred Uronu Lameck Senior Lecturer and PhD Program Coordinator

Dr. Wilfred Lameck is a Senior Lecturer and PhD Program Coordinator in the school of Public Administration and Management of Mzumbe University. He holds a PhD in Decentralization and the Quality of Public Service Delivery in Tanzania from Vrije University, Amsterdam, the Netherlands, a Master’s of Science in Urban Management and Development from Erasmus University of Rotterdam, the Netherlands and a Bachelor of Public Administration from Mzumbe University. Apart from teaching, Dr Lameck has been supervising undergraduate and postgraduate students enrolled in the school of Public Administration and Management of Mzumbe University and he has been conducting various research and consultancy activities in the areas of Public Administration and management sciences. In addition, Dr Lameck is a member of Tanzania National Urbanization Laboratory.

Orest S. Masue Lecturer and Director of Directorate of Undergraduate Studies

Orest Masue is a Lecturer of Public Administration and Management at the School of Public Administration and Management of Mzumbe University in Tanzania. He holds a Bachelor of Public Administration (BPA) degree from Mzumbe University attained in 2006, an M.Phil in Public Administration from the University of Bergen attained in 2010; and a PhD in Public Administration from the University of Bergen attained in 2014. Dr. Ndikumana David EmmanuelSenior Lecturer

Dr. Ndikumana David Emmanuel is a Senior Lecturer at Mzumbe University. He is in the Department of Public Service and Human Resource Management under the School of Public Administration and Management (SOPAM). He holds a PhD in International Management degree from the University of Agder, Norway attained in 2018. A Master of Science (MSc.) in Human Resource Management from the University of Manchester, United Kingdom attained in 1996, a Postgraduate Diploma in Human Resource Management from the University of Manchester, United Kingdom attained in 1995, an Advanced Diploma in Public Administration from the then Institute of Development Management (IDM) Mzumbe, Tanzania attained in 1990, a Diploma in Education from Dar es Salaam College of Education, Tanzania attained in 1987 and a Teachers Certificate from Marangu College of Education attained in 1979 He has been teaching national and international Human Resource Management study programmes offered by Mzumbe University. He has 14 years’ experience in the management of donor funded projects at Mzumbe University. These include TAN 058 Project (NORAD) from 1997 to 2006 and NICHE TZA 073 (The Netherlands) from 2011 to 2015. His research interest includes Talent management in Developing Countries, the Role of Diaspora in Developing Countries, Harnessing the potential of the youth towards industrialization drive in Tanzania, Knowledge transfer in Multinational Corporations in Developing Countries and the applicability of Western Management theories in Developing and Emerging Markets.

Dr Cliford J. Ringo Lecturer

Dr Cliford J. Ringo is a Lecturer in the Department of Public Service and Human Resource Management. He studied Advance Diploma in Public Administration (ADPA) at Mzumbe University (by then the Institute of Development Management (IDM) Mzumbe). He later obtained his Master degree in Public Administration from Mzumbe University in 2006. Ringo joined Mzumbe University in 2008 as Assistant Lecturer and later promoted to a rank of lecturer in 2012. In 2018 he was awarded PhD (Public Administration) from the University of Botswana. Ringo has vast experience in teaching, research and consultancy services. Moreover, he has published several articles in the peer reviewed local and international journals. His main research focus is Governance (both in national, sub-national and corporate levels), Leadership, public policy, citizenship and administrative innovations. He has supervised over twenty five (25) postgraduate students and over fifty (50) undergraduate students in dissertation writing. Currently he is the Head of Department of Support Services in the Directorate of Quality Assurance.

Dr. Saida Seleman FundiLecturer and Acting Head,Center of Policy and Leadership (CEPOLE)

Is a Lecturer and Acting Head for the Center of Policy and Leadership (CEPOLE) at Mzumbe University. She holds a PhD in Public Administration degree from Mzumbe University and Mphil. in Public Administration and Organisation Theory degree from University of Bergen, Norway. Apart from teaching, Saida has been a research supervisor for postgraduate and undergraduate students at Mzumbe University and engaged several research and consultancy activities throughout her employment period. She has also been a trainer in public administration and governance, particularly in issues relating to public policy institutions, organisational behaviour, team management and conflicts management in public, private and third sector institutions. Dr. Venance Shillingi Senior Lecturer and Quality Assurance Coordinator (QAC)

Dr. Venance Shillingi (PhD) is a Senior Lecturer, researcher and Strategic Management consultant at Mzumbe University, School of Public Administration and Management (SOPAM), Morogoro, Tanzania, East Africa. He holds a PhD in Business Administration (Strategic Management) from Jomo Kenyatta University of Agriculture and Technology (JKUAT), Nairobi Kenya; MBA (corporate Management) and Bachelor of Public Administration (BPA) both from Mzumbe University, Tanzania. His research interests are on strategic management, management, strategic leadership, and Land conflicts. He has published widely in strategies, strategic management, execution of strategies, conflicts, private securities, and quality service delivery. His research tradition is pragmatism (mixed method design), and research interest is on strategic management, revenue enhancement in LGAs, and Land conflicts. Dr. Shillingi has over 15 years of lecturing, research and consultancy. He has also consulted and trained broadly in areas of strategy, strategic management, strategic leadership, revenue enhancement strategies in LGAs, and other related general management courses. In term of research, he has supervised one PhD student as co-supervisor, 70+ master’s students (thesis), and 150+ undergraduate students (field research). Also, He is a Research Associate with Bonn International Centre for Conflict Studies(BICC), Bonn, Germany. Dr. Shillingi is married to CPA Sarah R. Mngoya and a father of 4 kids.

Christopher Makindi Nyaruba

Christopher Makindi Nyaruba holds Master of science in Urban Governance from IHS, EUR, Rotterdam, The Netherlands (2007-2008) and Bachelor of Public Administration in Public Sector Administration from Mzumbe University, Morogoro, Tanzania (2002-2005). He has over ten years’ experience as a Lecturer, Researcher and Consultant in the fields of Public Administration and Management Science specializing in Public Management and HIV and AIDS Health Strengthening Systems. He has been engaged in a number of consultancy activities related to Local Governance, Human Resources for Health, HIV and AIDS Non-Medical Monitoring and Evaluation (systems) and Community Development. Mr. Nyaruba has been involved in evaluating, developing and costing various institutional Strategic Plans, Guidelines, Training Programmes and conducting institutional needs assessment and developing institutional Comprehensive Capacity Building Plans. He has authored in Local Governance and Public Administration. He enjoys teaching Organizational Behaviour, Strategic Management, Strategic Negotiation and Monitoring and Evaluation (both undergraduate and graduate programmes).

Aloyce GervasAssistant-Lecturer

Aloyce Gervas is an Assistant-Lecturer from the School of Public Administration and Management, Mzumbe University in areas of International Management, International HR, Strategy, Public Administration and Social Protection. As a member of faculty, he teaches, conducts researches and consultancies in those areas. He has served in Mzumbe University in wide range of capacities such as the Executive Assistant to the Vice Chancellor and Head of the Vice Chancellor’s Office, Head of International Office, Alumni Networking Coordinator, Secretary to the Committee of Vice Chancellors, Principals and Provosts of Public and Private Universities and University Colleges in Tanzania (CVCPT), Secretariat member of the Committee of Vice Chancellor’s and Principals of Public Universities, (CVCPUT), member (ex-officio) of the Campus Colleges Board- International Affairs, among others.

He is a Mandela Washington Fellow (2015), Washington DC, a Presidential Fellowship from President Obamas’ Young African Leaders Initiative Flagship Program (YALI), and a recipient of Leadership award in Public Management from Florida International University, Miami, (2015). He is also a DFC (Danida Fellowship) Fellow (2017), a recipient of grand scholarship for PhD studies and fellowship programs in Denmark.

He holds a Bachelor of Public Administration (Human Resources Management) degree from Mzumbe University, a Master of Science in International Management degree from the University of Nottingham, and Executive Education Trainer Certificate from the University of Nottingham, Ningbo China Campus. Currently he is a PhD Student at Mzumbe University in partnership agreement with Roskilde University in Denmark, conducting a study on Health and Safety Management of Informal Construction Workers on construction sites in Tanzania.

Kelvin M Mwita Lecturer

Kelvin M Mwita is a Lecturer in the Department of Public Services and Human Resource Management. He holds Bachelor of Public Administration - Human Resource Management (BPA-HRM) from Mzumbe University, Bachelor of Laws (LL. B) from the Open University of Tanzania (OUT) and Master of Science in Human Resource Management (MSc. HRM) from Mzumbe University. He is currently pursuing PhD in Human Resource Management at Jomo Kenyatta University of Agriculture and Technology, Kenya. His research interests include green human resource management, graduate employability and organisational leadership. Mwita has more than eight years of professional and teaching experience. Hamisi KiyaboLecturer

Hamisi Kiyabo is a Lecturer, Researcher and Consultant at Mzumbe University, Tanzania. He holds a Master degree in Archives and Records Management from the University of Botswana. His areas of professional competence include Records and Archives Management, Public Administration, and Local Government Management.He has trained personnel in professional capacity development both for private and public sector institutions with specialty in performance management, archives and records management, and leadership skills. Dr. Dominick K. Muya Senior Lecturer

Dr. Dominick K. Muya is a Senior Lecturer at Mzumbe University in Tanzania. He is vested with expertise in the area of Policy Studies and Public Sector: Leadership, Management and Administration in a nut-shell “Public Sector Governance”. With prior experience acquired from various projects, Muya has strong technical experience to offer his contribution to the public. In the realm of teaching, Muya has trained various cadres in the area of Leadership for more than 10 years now, enhanced management consultancy for bilateral and multilateral development organisations including UNDP and JICA as well as, conducted social science researches and policy analysis in Eastern and Southern Africa. Dominick has also worked with University of Zululand at KwaZulu-Natal province in South Africa, at a capacity of a trainer, researcher, and consultant in the areas of governance and policy studies. Equally important, Muya has high learning curve with two PhDs degree in the areas of: Public Administration (UZ, South Africa) and Development Studies UKZN, South Africa). Bethsheba Sakinoy Assistant Lecturer

Bethsheba Sakinoy is an Assistant Lecturer specializing in Public Administration. She holds a Master’s degree in Public administration from Mzumbe University. Her academic journey has equipped her with a comprehensive understanding of management, public policy analysis and their applications in the real world. Her research interests are centered on public policy with concentration in management and health related issues, Governance and DevelopmentStudies.
Prior to her role as an Assistant Lecturer, she gained valuable experience as a an hospital administrator, project manager and a social worker.
