Dr. Mackfallen Giliadi Anasel,Lecturer and HoD

Dr. Mackfallen has more than ten (10) years of experience in teaching Quantitative and Qualitative Research Methodology in Monitoring and Evaluation (M&E); Biostatistics; Research Methods in Health Systems Management; and Public Policy Research and Analysis. He is also a key facilitator in several short courses organized by the Centre of Excellence in Health Monitoring and Evaluation, including M&E and Health Information Systems (includes DHIS2, FFARS and HRHIS/TIIS). He posses a Diploma in Clinical medicine from Mtwara Clinical Training Centre; Bachelor degree on Public Administration-Health Systems Management from Mzumbe University; a Master of Science in Population Studies from Groningen University, the Netherlands.

He has successfully organized the Health Monitoring and Evaluation Best Practices Conference for three consecutive years (2017-2019) in collaboration with the Ministry of Health, Community Development, Gender, Elderly and Children (MoHCDGEC), President’s Office – Regional Administration and Local Government (PO-RALG) and the University of California, San Francisco (UCSF).

Current he is a Project Coordinator and Technical Lead of the following projects under Mzumbe University:

  1. Data Use Partnership project – a collaboration under the Capacity Building Consortium (CBC) that includes the University of Dodoma, Muhimbili University of Health and Allied Sciences, Ifakara Health Institute, and the Tanzania Training Centre of International Health.
  2. Senior Technical Lead for CDC Project which provides “Technical Assistance (TA) to Government of Tanzania (GOT) and Public Health Institutions (PHIs) toward Sustained Health Systems Strengthening in Tanzania under PEPFAR” and “Support the Government of Tanzania to Strengthen Leadership and Management System” under sub-award mechanism from Benjamin Mkapa Foundation, project called USAID-Afya Endelevu.

Dr. Mackfallen is also the Head of Department and head of the Centre of Excellence in Health M&E (COEHME) at Mzumbe University, with 20 special assignments; research and Consultancies.

Dr. Lawrencia Mushi (PhD) Lecturer

Lawrencia Mushi (PhD) is a Lecturer, researcher and consultant in the School of Public Administration and Management (SOPAM), Department of Health Systems Management at Mzumbe University. She holds a bachelor degree of Public Administration in Health Systems Management of Mzumbe University and a master’s degree in Urban Management and Development of Erasmus University in the Netherlands. She has Fourteen years teaching experience in the areas of Health Systems/ Hospital Management, Social Science Research Ethics, Health Care Financing, Health Systems Research, Health Monitoring and Evaluation, Health Policy and Planning, Human Resource for Health and Strategic Management of Healthcare Organizations. She has published both review and original research papers focusing on Low and Middle-Income countries such as; The cost of dialysis in Low and Middle- Income Countries, Downward Accountability in a Decentralized System of Governance, Health Insurance for Informal Workers in Tanzania, Uptake of ARV among Pregnant Women in Mbeya, Tanzania, Adherence to Occupational Health and Safety Rules and Regulations for Public Health Improvement, as well as papers related to the entrepreneurship field. Her research area of interest includes: Monitoring and Evaluation of health Policy, Programme and Projects, Health System Strengthening, Cost of illness in Low and Middle- Income Countries, Management of Urban Governance, Primary Health Care, Community Health System and Health care financing. She is also a peer reviewer for East African Journal of Applied Health Monitoring and Evaluation (EAJAHME). Currently, she is the Head of Department of Research, Consultancy and Outreach Services Directorate of Quality Assurance

Deogratias Faustine Mpenzi Lecturer

Deogratias.F Mpenzi is a Lecturer, Researcher and Consultant in the Department of Health Systems Management. He holds Bachelor of Health Administration and Master of Health Systems Management from Mzumbe University. He has 12 years of teaching experience in the areas of Strategic Management and Leadership of Health Systems, Health Care Financing, Health Systems Management, Health Management Information Systems, PPP in health sector and Health Systems Research. Supports Epidemiology, Public Health, Sociology, HRH, Planning and Policy, and Qualitative & Quantitative Methods/Analysis. He has wider field experience of above eight years steaming from Local governments, Projects and other Administrative poistions under Ministry of Health, Community Development, Gender, Eldery and Children before becoming a lecturer. He is experienced over ten years also in running counsultancy and short courses in strategic planning, M&E, Data Management and Analysis, Leadershid&Management, Total Quality Management in health sector. Deogratias is currently pursuing PhD (M&E) under supervision of the Open University of Tanzania and University of Calfornia, SanFrancisco.

Bertha Mwinuka Assistant Lecturer

Bertha Mwinuka is an Assistant Lecturer from the Department of Health Systems Management, Mzumbe University. She has more than four (4) years of professional experience in Health Systems Management. Her research interest areas include Emergency and Disaster Management, Health Care Financing, Epidemiology & Biostatistics. She holds a Bachelor  of Public Administration-Health Services Management degree and Master of Health Systems Management degree both from Mzumbe University. Currently she is a PhD candidate of Public Health at Jomo Kenyatta University of Agriculture and Technology, Kenya.

Godfrey KacholiLecturer

Dr. Godfrey Kacholi is a Lecturer in the Department of Health Systems Management housed in the School of Public Administration and Management. He is a Secretary of the East African Journal of Health Monitoring and Evaluation hosted by the Centre of Excellence in Health Monitoring and Evaluation at Mzumbe University. Dr. Kacholi holds Ph.D. in Public Health, a Master of Science in Health Monitoring and Evaluation, a Master of Arts in Health Policy and Management, a Postgraduate Diploma in Poverty Analysis, and a Bachelor of Public Administration in Health Services Management. Dr. Kacholi has been working with Mzumbe University for more than 10 years. He previously worked with CARE International in Tanzania in various programs and projects. He initiated and managed Workplace HIV/AIDS Mainstreaming Project at CARE International in Tanzania. Dr. Kacholi also worked with CARE International as Monitoring and Evaluation Technical Officer on the Global Fund- HIV, Malaria and TB program that supported the Orphans and Vulnerable Children (OVC) component- which was designed to mitigate the adverse impact of HIV in Tanzania. He has been teaching and supervising research for both undergraduate and postgraduate students. Kacholi has participated in several consultancy services such as the review and development of various national guidelines. Similarly, Kacholi has participated in program evaluations and has been conducting tailor-made pieces of training. Kacholi has authored and co-authored articles and a book in a peer-reviewed publishing house. His primary research interests include quality improvement in the health sector, international health, monitoring and evaluation, hospital management, and health and social welfare system strengthening. He worked as a Quality Improvement Advisor for Mzumbe University-Centers for Disease Control and Prevention, then as a Compliance Manager, and presently as a Monitoring and Evaluation Officer.

Ms. Agness MchomeAssistant Lecturer

Ms. Agness Mchome is an Assistant Lecturer in the Department of Health Systems Management, Mzumbe University. She holds a bachelor's degree in Health Systems Management and a Master of Public Health concentrating in Epidemiology from Georgia State University through the prestigious Fulbright Foreign Exchange Program. Her areas of interest include infectious disease control, disease modelling, Maternal and child health, and evaluating the implementation and sustainability of initiatives for underserved populations, including special needs children.

Ms. Rogate Phinias IbrahimAssistant Lecturer

Ms. Rogate Phinias Ibrahim is an Assistant Lecturer in the Department of Health Systems Management. She has six years of experience in teaching Epidemiology and Biostatistics; International Health, Health Psychology, Monitoring and evaluation, and Research studies. She holds a Bachelor’s degree in Health Systems Management from Mzumbe University (2015) and a Master of Arts in Monitoring and Evaluation from the Open University of Tanzania (2020). She has successfully coordinated five community service outreaches in health promotion (2020-2023). Her know-how in data analysis software (SPSS, STATA, and Atlas Ti) is extensive. Ms. Rogate has a passion for helping students with special needs and social problems. Currently, she is a program coordinator for the Bachelor of Health Systems Management and the Bachelor of Monitoring, Evaluation, and Learning at Mzumbe University.

Mr. Noel Otieno Tutorial Assistant

Mr. Noel Otieno is a Tutorial Assistant & Research Assistant in the Department of Health Systems Management. He has been working as tutorial assistant for two years, facilitating various courses such as Health policy and planning, health sector strategies, health systems management, healthcare financing, health systems research, human resources for health systems, and international health.

Mr. Noel Holds a bachelor’s Degree of Health Systems Management and has been engaging in several activities pertaining to research, publication, training and consultancies. Currently Mr. Noel is working as Research Assistant in GLASS project hosted in the Centre of Excellent in Health monitoring and evaluation, the project focuses on advancing leadership systems and structures among women in the health sector through Mentorship, collective leadership and Networking

Mr. Emmanuel John Gambay Tutorial Assistant

Mr. Emmanuel John Gambay is a Tutorial Assistant in the Department of Health Systems Management. He holds a bachelor degree of Health Systems Management from Mzumbe University. He assists in teaching, research and consultancy in areas related to monitoring and evaluation of health systems and projects.
